HOW MUCH DO WE VALUE AND RESPECT HUMAN RESOURCES?

We are informed by the basic principles of human resources management that human beings are the most important assets of an organization. Indeed, the success of any organization depends mainly on how effectively it manages its human resource.
Greater resources for any organization is more easily achieved if the human resources policies and procedure s are closely linked with its corporate objectives and specific plans. That corporate culture, value and organizational climate have a major influence on the achievement of excellence by the human resources in an organization.
But is it correct that the most of us are happy to put aside the human resources consideration when it suits us as leaders of Institutes and different organizations, when it Interferes with profit margins, or when it challenges our leadership and management style? That while as we should always aim to harmonies our values and beliefs with those of our staff, and indeed as an organization we can change everything about ourselves expect our core values and beliefs, we quickly choose to forget this when it Suits individuals.
Are board member in corporation offering leadership by ‘providing the way’ by inducing employees to have the same aims as the leadership or are they in competition with their employees?
Does your staff view you as intelligent, objective and trust worthy? Rules of cooperate governance demand that corporation boards offers motivation to staff through humaneness, humility, commitment, courage, sternness and disciple.
Are you aware that when you value and trust employees, they take responsibility for what they do and respond best when they are given a freedom of action.
Did you also know that success is measured by the recognized efforts all, not through chest thumping when we make a few successes without consideration to those who clearly sweated it out for us.
Now while this demand of profit making Institutions, it becomes imperative for human rights and governance organizations. In addition, rules of corporate governance demand that boards should continuously strive to ensure the maintenance of motivation and job satisfaction among employees and encourage commitment by walking the talk and talking the walk.by Kanene
Many leaders assume that they are the organization, that to be chair to is to run an organization with an iron fist, which must not only be felt but also seen.
Harnessing the collective skills of board members and the executive Team is forgotten whenever there is a challenge at hand. Encouraging directors to participate is only relevant when it is in support of the chair’s agenda and is conveniently forgotten when things are not going the leader’s way. Rules of corporate governance remind us that this affects the efficiency and eventually productivity of the organization.
Directors in their working hours must be continually vigilant if they do not wish to experience the most horrible nightmares possible.
Thus board members are no longer Christmas tree to be seen, nor will their liability be judged within their level of skills, knowledge and experience. Rules of Corporate Governance demand that a director participates effectively and should not blindly rely on the judgment of others but that they must exercise ordinary care should they have any facts, which awaken suspicion and put a prudent person on guard. In such a case, a degree of care commensurate with the evil is required.
Whereas the authority to exercise the organization’s powers is delegated not individually, but collectively to the board, the duty and extension liability are owed by each director individually. So if you are a board member anywhere, remember you have contractual obligations to participate fully for effectiveness and productivity of your organization but in case of legal or financial liability to the firm, you shall be individually liable. The exercise of due care is therefore highly demanded of you.

THE MEANING OF PEACE AND HOW TO BE THANKFUL!!!

There was once a king who offered a prize to the artist who could paint the best picture of peace. Many artists tried. The king looked at all the pictures, but there were only two that he really liked, and he had to choose between them.

One picture was of a calm lake. The lake was a perfect mirror for the peaceful towering mountains all around it. Overhead was a blue sky with fluffy white clouds. All who saw this picture thought that it was a perfect picture of peace.

The second picture had mountains, too. But these were rugged and bare. Above was an angry sky from which rain fell and in which lightening played. Down the side of the mountain tumbled a foaming waterfall. This did not look peaceful at all.

But when the king looked, he saw behind the waterfall a tiny bush growing in a crack in the rock. In the bush a mother bird had built her nest.... a perfect picture of peace.

Which of the pictures won the prize? The king chose the second picture.

Do you know why?

"Because," explained the king, "peace does not mean to be in a place where there is no noise, trouble or hard work. Peace means to be in the midst of all those things and still be calm in your heart. That is the real meaning of peace."

That is the REAL meaning of peace.

Should you have a bad day at work ...Think of the man who has no work.

Should you despair over a relationship gone bad ...Think of the person who has never known what it's like to love and to be loved in return.

Should you grieve the passing of another weekend ...Think of the woman in the village, working twelve hours a day, Seven days a week, For just Tsh 7000/= to feed her family.


Should your car break down, leaving you miles away From assistance ...Think of the paraplegic who would just love to have the opportunity to take that walk.

Should you notice a new gray hair in the mirror ...Think of the cancer patient in chemo-therapy who wishes she had hair to examine

Should you find yourself at a loss and pondering, what is life all about and what is my purpose? ...Be thankful! There are those who didn't live long enough to get the opportunity.

Should you find yourself the victim of other people's Bitterness, ignorance, Smallness or insecurities ... Remember that things could always be worse; you could be one of them!!!

Should you feel depressed Because of your weight ...Remember, There is no cure for AIDS

Remember that someone else today ...Could be one of us tomorrow

Tarehe 9/11/2006 ni Sikukuu ya Uhuru wa Tanzania Bara Tanganyika ikiitwa wakati huo,Siku hiyo wananchi wa Tanzania bara tutakuwa Tunajivunia siku tuliyokombolewa kutoka kwa ukoloni wa Mwingeleza mnamo mwaka wa 1961.Siku hiyo tutakuwa tunajivunia uhuru wetu Kutimiza miaka 45.Maazimisho ya Sherehe za uhuru ya mwaka huu ni zakipekee;Kwanza ni maadhimisho ya kwanza tukiwa na Rais Mwenye Ari,Kasi,na Nguvu mpya Mh.Jakaya Mrisho Kikwete,Pili ni maadhimisho ya kwanza Tukiwa na Marais wastaafau wawili Ukimuondoa Baba wa taifa letu hayati Mwalimu Julius Kambalage Nyerere, na ninadhani yatakuwa ni maazimisho ya kwanza Taifa likiwa kwenye Janga la Mgao wa umeme ingawa kuna ahadi za kulimaliza tatizo hili.
Maazimisho haya ya uhuru ya mwaka huu yamenifanya niandike makala hii kwa kuanza kunukuu Biblia kutoka kwenye kitabu cha Yoshua Binsira 33;19-23. wale watu wenye Biblia za Kikatoliki watakubaliana na mimi kwamba mistari hiyo inapatika kwenye Biblia,Sina maana ya kuanza kuhubili injili au Kutofaoutisha Bilblia hila napenda iwe laisi kwa wasomaji wa makala hii.Ukisoma kwa makini mistari hiyo Utangudua kuwa inatoa mamlaka makumbwa kwa mzazi au kiongozi yule na hata Selikali na inaeleza jinsi gani ya kujitegemea bila kuwa ombaomba.Katika makala yangu ya leo Nitazungumzuia Tangazo la Sikukuu ya uhuru ya mwaka huu,Tangazo linalorushwa kwenye vyombo mbalimbali vya habari.Si nia yangu kuripinga au kuliunga mkono la hasha ila nataka nitoe mchango wangu kwa wale ambao Yoshua binsira anawaomba wamtegee sikio,Katika Tangazo hilo lenye baadhi ya maneno yafuatayo “Sherehe za kuazimisha miaka 45 ya Uhuru,Mwaka huu maadhimisho ya shere hizi selikali inawomba watu,makampuni Binafsi Kuonyesha Uzalendo katika kuchangia shelehe hizi” Tangazo hilo lina malizia kwa kusema “Onyesha uzalendo wako kwa kujivunia uhuru wa Taifa lako”
Tangazo hili si tu limenishutua hila limetengeneza maswali mengi kichwani mwangu. Swali la kwanza ambalo ndo linabeba kichwa cha makala hii ni je Watanzania tuonyesha Uzalendo kwa kuchangia sherehe? hil swali ni la msingi na naomba kila Mtanzania mwenye machungu na hii nchi ajiulize swali hili. Sipingi watu kuchangia sherehe la hasha hila nauliza swali hili nikiwa na maana ya kutaka kujua. Hivi iyo michango Itakuwa ni ya kununua Mchele au Nyama na Bear au Soda ili watu wale na kunywa au hii michango ya hali na mali itakuwa ni ya mafuta? Hapo nashindwa kupata jibu.Siku chache zilizopita Selikali ilikuwa ikipiga kelele kwa wananchi kuchangia sana sherehe (kama vile Arusi,Ubarikio,Ubatizo,sherehe za Ngoma n.k) kuliko maendeleo, Leo hii Selikali inarudi kwenye matapishi yake yenyewe kwa kuomba michango ya kuchangia sherehe.Siku moja kwenye Gazeti la Mwananchi,mwariri aliwahi kuandika kuwa huo si Uzalendo ni Ukasuku(yeye alikuwa anzungumzia wale Wakazi wa Mwanza walioadamana kupinga Filamu ya Mapanki wakati wao majumbani mwao wanakula mapanki).Na mimi nasema kuchangia sherehe kuliko Maendeleo sio Uzalendo huo ni Ukasuku.Na nimeona nikikaa kimya uku nikiwa kabisa na Dukuduku la jambo hilo sitakuwa Mzalendo hila nitakuwa na Ukasuku.
Ni mwezi mmoja umepita watanzania Tumeshuudia Vijana wetu wakirudi Nyumbani kutoka Vyuo vikuu vya umma na vya Binafsi kwa Kukosa Mikopo kutoka kwenye Bodi ya Mikopo ya Elimu ya Juu, uku wale waliopata hiyo mikopo wakipewa asilimia 60% nakuachwa njia panda bila kujua hiyo asilimia 40% wataipata wapi? uku wakiambia ni kuchangia Elimu.Ni watoto wangapi wanaishi Mitaani Bila kujua leo watakula wapi au bila kujua hatima yao ya badae itakuwaje? ni watoto wangapi wameshindwa kujiunaga na kidato cha kwanza kwa sababu wazazi wao wameshindwa kupata Ada? Ni shule ngapi za Sekondari na Msingi hazina vitabu vya Kiada na ziada? Ni vyuo vingapi vya umma hapa Tanzania hambapo wanafunzi hawalali zaidi ya wanne kwa sababu ya ukosefu wa vyumba vya kulala?.Na je ni siku gani na wakati upi Selikali kwa kupitia Taasisi zake imeomba watu,makampuni Binafsi Kuonyesha Uzalendo katika kuchangia haya matatizo niliyo yataja hapo juu au tunajidanganya kuwa mambo Fulani hayapo. lazima tuelewe kuwa matatizo yetu hayawezi kuisha kwa kujifanya na kuamini kuwa hayapo au kwa sababu tunawalaumu watu Fulani kuwa chanzo cha matatizo.
Mtanzania kama Mtanzania anaowajibu wa kuchangia Maendeleo ya nchi yake Ili haonekane mzalendo na sio kuchangia sherehe.Kama Tumeweza kuchangia MEWATA kwa nini Tusichangie mfuko wa Elimu Ili tuwe wazalendo?,na kwani kama Selikali imepata pesa za kurusha Matangazo ya kuwaomba wananchi mchangie Sherehe kwanini Pesa zisipatikane za kurusha Matangazo ya kuchangia Elimu au Afya? Tanzania ni Taifa ambalo watu wake ni wapole watulivu kuliko Taifa lolote barani afrika, Taifa ambalo watu wake wamezoea kuonyeshwa punda na kuambiwa ni ng’ombe; mbuzi na kuambiwa ni ngamia, watu ambao viongozi wao wamezoea kuwaambia kuwa ni wavivu wa kufikiria.Ni taifa ambalo watu wake walio wengi wamezaliwa na kulelewa kwenye siasa za ujamaa na kujitegemea,Watu ambao wamezoea kusema chetu na sio changu watu ambao wakiimizwa kuchangia Maendeleo na viongozi wao Watachanga kama walivyofanya kwa MEWATA na Timu ya Mpila wa miguu ya Taifa,hata ile iliyokuwa inaitwa Serengeti Boys.
Navipongeza vituo vya ITV na Redio One Pamoja na MEWATA kwa kuweza kuwamasisha Wananchi na kuweza kufanikisha Uchunguzi wa Saratani ya Matiti kwa wanawake.Huo ndo uzalendo Tunaoutaka kwa Wananchi na sio kuchangia sherehe. kwani lazimi kwenye sherehe za uhuru, watu Wale na kunywa mpaka Selikali iombe mchango wa hali na Mali? Na ni watu wangapi Watakula au kunywa? Hivi kweli Tunapopanga Bajeti ya Ofisi ya Rais na Ya Wazili Mkuu haya matumizi ya sherehe za Uhuru si yanawekwa? au ina maana uko nyuma sherehe hizi zilikuwa zinafanywaje,mbona sijawahi kusikia Selikali ikiomba Michango. au kuna Agenda nyingine.Naomba niwa kumbushe kuwa Baba wa Taifa Mwalimu Juliusi Kambarage Nyerere wakati mmoja akilihutubia Bunge mwaka 1965 aliwahi kusema hivi nanukuu “Ufahari mwiko Tanzania,Taifa changa la Tanzania ambalo linaongozwa katika msingi ya ujamaa wa kiafrika katika kupigana na maadui wa Binadamu lazima lijiepushe na anasa,Ufahari na Utumiaji mbaya wa Fedha za Taifa kwa hiyo kuanzia leo katika kila karamu yoyote ya Selikali hakutatolewa vinywaji Vikali badala yake kutatolewa kahawa,Chai na Maji ya machungwa”Mwalimu mara nyingi alisisitizia matumizi endelevu ya rasilimali za Taifa wala si michango ya Sherehe.
Mimi ningeomba kamati ya maadalizi ya mwaka huu itangaza siku hiyo iwe ni siku ya Watu na Makampuni Binafsi kuonyesha Uzalendo kwa kuchangia Mfuko wa Elimu ili Mwakani tusiwe na Wanafunzi wa vyuo vya elimu ya juu wanaorudi makwao kwa kukosa mkopo kutoka kwenye Bodi ya Mikopo ya Elimu ya juu,wakati wameishapata vyou tena vya umma.Ingekuwa ni Uzalendo kama Ushauri wangu utafuatwa ingawa haya ni maoni tu ya Mtanzania mmoja Mpenda elimu.Tukifanya hivyo tutakuwa tumekaribia Maana halisi ya uhuru.Baba Wa taifa na wenzake waliliona hili ndo maana baada ya kupata uhuru kitu cha kwanza ilikuwa ni jinsi gani ya kuwasaidia watanzania kuondokana na Umasikini,na njia ya Mkato ilikuwa ni kuwapatia Elimu Tena Bure.Mara nyingi napenda sana kumnukuu aliyekuwa Wazili Mkuu wa Uingeleza miaka 130 iliyopita Bw.Benjamini Disraeli alisema hivi “Hatima ya nchi hii (Uingeleza) Inategemea elimu ya watu wake” mwisho wa kunukuu. Hivyo hivyo na mimi nasema hatima ya Taifa changa kama la Tanzania inategemea elimu ya watu wake.Hivyo basi hatunabudi kujitahidi kadri ya uwezo wetu kuhakikisha kuwa kila mwenye bidii na ari ya kujiendeleza kielimu anapata fursa hiyo kwa kuwezeshwa aidha kifedha au kimawazo.Hivyo basi hatuna budi Kuwaomba watu na Makampuni binafsi kuchangia Elimu na sio tu kuchangia Sherehe.

Na malizia kwa kwa Mfano huu wa wawindaji kumi ambao wamekamata sungura mmoja, itakuwa ni ujinga na upotezaji wa muda kama watasitisha uwindaji. Na kuanza kugombania mgawanyo wa nyama wa sungura huyo mmoja. Lakini watakuwa wanafanya vizuri na Busara kama watatafuta mbinu na njia mpya za uwindaji ili kujiongezea wingi wa nyama, Na hii ni sawa na Viongozi wa Tanzania. Hii ni nchi Masikini, nchi isiyozaa matunda ya kumtosheleza kila Mtanzania ili aishi maisha bora ,Kama Selikali inavyojinadi kwa Msemo wa Maisha Bora kila Mtanzania. Tunafanana na wawindaji kumi wenye sungura mmoja katikati yao, hatuna njia ya kuondokana na hili.Hivyo basi hatuna budi Kubadilisha mawazo ya kuonyesha Uzalendo kwa Kuchangia sherehe badala ya Maendeleo.Kama kweli mtayazingatia haya niliyojaribu kuwaeleza nadhani huu utakuwa mwanzo mzuri wa “Taifa letu kuelekea kweye neema ya kila Mtanzania”.Mungu ibariki Africa,Mungu ibariki Tanzania.

Rescue us from HIV/AIDS-Maasai Community

Since creation, the Maasai people have caved a niche for themselves. Be it mode of dressing or in social life, they stand out to be different. It is still not known to many the origin of the Maasai people. According to a book titled “The Last of the Maasai” written by Messer’s. Mohammed Amin, Duncan Willets and John Eames, said no one actually know where they came from. “Maasai came from either somewhere north along the Nile or maybe beyond further east”, the book said.
But the Falasha of Western Ethiopia said the Maasai are Jewish, a long tribe of Israel that speak Maa as their language. But on a different account, the Maasai people live in Southern Kenya and northern Tanzania along the Great Rift Valley on semi-arid and arid lands. They are semi-nomadic people who live under a communal system. The movement of livestock, which is the main occupation of the people, is based on seasonal rotation.
Apparently to sensitize the Maasai community a village that shares common boundary with Kenya on the dangers of HIV/AIDS disease’s, on October 2006 I and my Friends from Denmark and Uganda played host to Kimokiwa village in Monduri district, Arusha.
Mr. Brown ole-Suya, one of the board member’s of Afya Bora Mobile Service (Good Health is Long Life) and Maasai Women Development (NWEDO), a Non-governmental Organisation (NGO) earlier gave an overview of the Maasai people before the visit. He explained that NWEDO was basically formed to bring attention to gender issues, especially to liberate Maasai women from unnecessary suppression.
Afya Bora Mobile Service ole-Suya said came into existence in order to look into the problems of health care and hygiene and suggesting proper ways of tackling them. The group also advocates the use of modern health facilities available in clinics and medical centers for treatment of diseases, maternal and childcare and supports the government in banning female genital mutilation and promoting HIV/AIDS awareness.
On arrival to the village, School children who apparently were observing break time, milled around closely to catch glimpse of who the visitors were.
The women, dressed in their normal traditional attire with elongated ear lobs, hung with beaded and metal ornaments, form a major focus for jewellery for both Maasai men and women. It was reliably gathered that when they are very young, modern plugs are inserted to stretch the slit lobe. The men dressed in silk apparel (Shuka) flown over their shoulder, with swords around their waist like warriors had a long slimmed stick to support their walk.
I told the village representatives the purpose of the visit. With the aid of an interpreter, the chairman of the village,expressed that the visit came at the right time when they were almost thrown on crossroads in understanding how best to handle HIV/AIDS cases that has visited the community.
“We were informed about the visit and after our discussion we can go for our business”, the chairman said, adding that it was a wrong choice of season to visit the village because most men have gone out with their cattle’s.
Dominating the discussion was the issue of HIV/AIDS and the use of condom. The HIV/AIDS committee member, Naisiriria Noah accepted the fact that the disease exist in Kimokowa, which was first reported in the village in 1998 “Some of us become sick and die and nothing has been done about it because we don’t have testing centres. We have traditional nurses who attend to our pregnant women during delivery without wearing hand gloves. We are confused”, she lamented.
To reduce the effect of HIV/AIDS, the major problem Kimokowa villagers have is on how to address the issue of young men and women, relating positively to each other without having to defile themselves in matters of illicit sex. Restricting some social gathering (Esoto) and social afternoon gathering (eloip) is a major headache Narparakwo Ormunderei, women chairperson said. Another factor that has increased the spread of HIV/AIDS in the community was hinged on the fact that most young men travel to the cities in search of white collar jobs only to come back affected with the disease.
The villagers are gradually transforming from its archaic traditions of men exchanging their wife’s with visitors of Maasai origin and age grade groups. The chairman said there is now growing pressure on some Churches to preach against social norms and give support to fighting HIV/AIDS. “Expectation on how to overcome the disease is bleak because we are helpless. Whether we will be killed by it, we do not know”, the chairman who dressed in safari wear, with a swagger stick in his hand told us
A lot of seminars on HIV/AIDS aimed at sensitizing the community have been held in various occasions. But the terms used by the organizers Nabak said were initially difficult for them to understand.
The traditional midwife leader, Norkishon Lelitonyi said that there have requested that gloves be provided them to enable practice safe delivery without contacting HIV/AIDS. The issue of condom use was also brought to the front burner during question time. Most of the village representatives did not deny the knowledge of knowing what it is, but argued that it is totally out of supply in their environment.
Questions were thrown back to some of us especial my friend from Uganda to explain how Uganda has adopted policies to control HIV/AIDS pandemic. The visitors were entertained with a special rendition from both the women and men before departure.

MH.RAIS KILIO HIKI CHA WANAFUNZI WA ELIMU YA JUU UMEKISIKSIA?


Naanza kwa kumnukuu aliyakuwa Wazili wa Uingeleza miaka 130 iliyopita Bw.Benjamini Disraeli alisema hivi “Hatima ya nchi hii (Uingeleza) Inategemea elimu ya watu wake” mwisho wa kunukuu. Hivyo hivyo na mimi nasema hatima ya Taifa changa kama la Tanzania inategemea elimu ya watu wake.Hivyo basi hatunabudi kujitahidi kadri ya uwezo wetu kuhakikisha kuwa kila mwenye bidii na ari ya kujiendeleza kielimu anapata fursa hiyo kwa kuwezeshwa aidha kifedha au kimawazo sana kifedha.
Mnamo April 2004 Bunge letu tukufu la Muungano lilipitisha sheria ya kuundwa kwa Bodi ya Mikopo ya Elimu ya juu,kwa kisingizio cha kupanua udhamini wa selikali katika Elimu ya juu. Mnamo tarehe 20 aprili 2004 Wanafunzi wa chuo kikuu cha Dar es salaam sehemu ya Mlimani na wenzao wa wenzao wa chuo kikuu kishiliki cha Ardhi waliamua kugoma kuingia madarasani na kufanya maandamano ya Amani ya kupinga kile walichokiona ni uonevu na ubaguzi wa Elimu kwa watoto wa wakulima wa Tanzania. Kwa mtazamo wao lengo la mandamano yao halikuwa kupinga muswada wa shelia ya kuanzishwa kwa bodi ya mikopo bali ni kukataa baadhi ya vifungu ambavyo mpaka sasa vinawaumiza. katika maelezo waliyoyatoa kwenye vyombo vya habari walionyesha wasiwasi wao mkubwa kwa Selikali kujitoa katika kugharamia Elimu ya juu,Jambo ambalo ndo chanzo cha migogoro ya mikopo mpaka sasa. Polisi bila yao kujua kwamba hawa wanafunzi wanaandamana kwa masilahi ya wototo wao wenyewe wakayazuhia maandamano hayo na kukamata baadhi ya wanafunzi. Hatimaye Chuo kikuu sehemu ya mlimani kilifungwa bila hata kufuatwa kanuni na taratibu za chou ambazo zinaelezea kwamba chuo kitafungwa endapo Mgomo utaendele bila kikomo au mfululizo kwa siku Tatu. Maamuzi ya kukifunga chuo yalipingwa vikali na wahadhili wa chuo hicho na kuamua kuwaunga mkono wanafunzi na hatimaye chuo kulifunguliwa na wanafunzi wote kurudi chuoni.
Kwa kuona hayo Selikali tarehe 22 Aprili 2004 kwa kupitia kwa wazili wa sayansi na Elimu ya juu wa wakati hule,iliamua kupeleka shutuma zake bungeni ikiwashutumu wanachuo hao na kufikia hatua ya kuwataja majina baadhi ya wanachuo.Katika utetezi wake Bungeni wazili alisema yafuatayo nanukuu “Mheshimiwa Spika tarehe 20 Aprili 2004 baadhi ya wanafunzi wakiongozwa na Bahati Tweve walianzisha maandamano kuelekea wizara ya Sayansi,Teknolojia na Eilimu ya juu.” Waziri aliendelea kusema “Mheshimiwa Spika kumeanza kujitokeza habari za kupotosha kwamba muswada unanufaisha matajiri au watoto wa vigogo.Tofauti na dhana hii potofu,lengo la muswaada huu ni kuunda chombo cha utoaji na urejeshwaji wa mikopo usiokuwa na riba ili kuwasaidia wanafunzi toka familia zenyekipato cha chini kama inavyobainishwa katika ibara 17(1) (d).Pili Muswaada huu unakusudia kuongeza idadi ya wanafunzi katika taasisi za Elimu ya juu”. Wazili aliendelea “Kumejitokeza wasiwasi miongoni mwa wanafunzi kwamba selikali imejitoa kugharimia elimu ya juu” aliendelea kufafanua “Gharama halisi za elimu ya juu kwa mwnafunzi ni wastani wa sh.1.6 milioni katika vyuo vikuu vya umma.Ada tu (tuition fee) ni wastani wa kati y ash.600,00/= na 1,000,000/=.Mwanafunzi atakopeshwa sh 600,000/= tu kwa ajili ya ada.Tofauti baina ya Gharama halisi na kiasi cha mkopo wa ada utakuwa ni Mchango wa selikali.”

Kwa maelezo hayo ya wazili Bunge lililidhika. Na ninadhani hata wewe Mh.Rais utakubaliana na mimi kwamba kwa maelezo hayo yaliyotolewa na Wazili huyo ulikuwa ni kutupaka Mafuta midomoni ili tuonekane tumekula vitumbua kitu ambacho si kweli. Katika maelezo hayo mazuri ya Wazili sisi sote tuliamini kuwa sasa kila mwanafunzi anayemaliza kidato cha sita ataenda chuoni,kiwe cha Umma au binafsi ili mradi kapata chuo.Tamko la Wazili Mwenye dhamana ya wizala ya Sayansi.Teknolojia na Elimu ya juu katika Selikali Yenye Kasi Mpya, Nguvu Mpya na Ari Mpya si tu lilitushangaza wengi bali lilituumiza vichwa wa Tanzania. Kabla hata hatujamaliza Matanga ya Tamko hilo la wazili Mh.Rais naye akapigilia msumari wa mwisho kwenye Jeneza la Elimu ya juu Tayari kupelekwa kwenye mazishi wakati aliyoko kwenye Jeneza hilo hajafa mbali na kelele nyingi alizozipiga yeye mwenyewe na jamaa zake.
Mh.Rais alipigilia msumali huo wa mwisho akiwa Mwanza alipokuwa akiongea na Wazee wa mwanza pale aliposema kuwa selikali itawakopesha wanafunzi wale waliopata Daraja la kwanza kwa upande wa Wavulana na Daraja la kwanza na la pili kwa Upande wa Wasichana.Kwa mtazamo wangu na jinsi tunavyokwenda upendeleo huu uliovishwa jina la Usawa wa kijinsia utatuponza uko mbeleni.Hapa naomba watu wanielewe mimi sipingi upendeleo huo ila napinga unavyotumiwa kama kigezo cha kumbagua mwingine kitu ambacho ni kinyume na Katiba ya nchi.maana yangu hapa ni kwamba suala hili litazamwe upya .Tunaposema Daraja la kwanza lazima tutofautishe ni katika masomo yapi kwa mfano masomo ya sayansi amboyo ndo msingi wa maendeleo ya Taifa lolote Duniani,kwa kutumia Mitaala au programu za ufundishaji tulizonazo ni vigumu sana kwa Mtu kupata Daraja la Kwanza,hapa sisemi mtu hawezi kupata daraja la kwanza hapana,wapo wanaopata lakini ni wachache tukilinganisha na huitaji wa wataalamu hao.Matokeo yake ni Kupungua kwa Wanafunzi wanaojiunga na Masomo ya Sayansi wa kidato cha Tano.Kila mwanafunzi kwa sasa anakimbila akasome masoma ya nadhalia(art) wakiwa na mtazamo wa kuwa wa kisoma hayo na kuongeza Somo moja la Dini(Divinity) watapata Daraja la Kwanza ambocho ndo kigezo cha kukopeshwa.
Lakini mbali na hilo wanakuwa hawajakwepa matatizo ya Mkopo.Hata na wale wanaopata mkopo Bado wanakopeshwa aslimia sitini tu (60%),sasa ndo nashangaa tena sana ebu jiulize hizi asilimia 40% zitatoka wapi?. Mh.Rais na selikali yako mnapaswa kulitambua kuwa hawa ni Watoto wa Wakulima wa Tanzania wanaoishi vijijini ambao mwaka huu walishindwa kupata hata Sh 50/= ya kununua chakula cha Mgao cha njaa.Leo hii watapata 40% ya gharama za Elimu ya juu.
Mh. Rais siku chache zilizopita nilipata Bahati ya kuongea na baadhi ya wanafunzi wa elimu ya juu,kwakweli si jambo la uongo.Mh.Rais vijana wanasema umewakatisha Tamaa,matumaini yao yote waliyokuwa wameyaweka kwako yanazidi kuyoyoma kili siku iendayo kwa Mungu.Mh,Rais labda ni kukumbushe wewe na selikali yako,Wakati shelia hii ya Bodi ya mikopo ya elimu ya juu inapitishwa selikali ilisema kwamba Shelia hii si Tu itawanufaisha wanafunzi walioko kwenye vyou vya umma bali hata na wale walioko kwenye vyou Binafsi.Lakini cha kushangaza hata wale walioko kwenye vyuo vya Umma wamekosa mkopo huo. Kwa mtazamo wa Watanzania waliowengi,mwanafunzi anapopata nafasi ya kujiunga (Admission) katika chuo Kikuu chochote cha umma huyo basi anastaili na anazosifa na vigezo vya kupata mkopo bila kujali ni daraja lipi.Vigezo vya ni dalaja lipi vinapaswa kupangwa na chuo husika kulingana na masomo au taaluma anayokwenda kuisomea mwanafunzi huyo bila kujali jinsia, rangi, Dini, wala kabila
Kilicho nifanya nikuulize Mh.Rais swali la je “kilio hiki cha wanafunzi wa elimu ya juu umekisiksia”? nimeamua kukuuliza swali hili kwa vile siamini kama kweli Mh.Rais umenyamaza kimya uku tukishuhudia vijana wetu waliokuwa wamepata nafasi za kusoma katika Chuo Kikuu cha Dar-es salaam na vyuo vingine nchini wananyimwa mkokpo kwa kisingizio cha Dalaja lipi bila kujali masomo ya mtu anayosoma,Na kuendelea kuwaona watoto na wadogo zetu wakirudishwa nyumbani uku selikali ikijigamba na misemo ya Maisha bora kwa kila Mtanzania. Sasa najiuliza Mh.Rais ni maisha bora kwa watanzania wapi? Hawa tuliowatoa vyuoni au wengine? Kama sio kuuziwa mbuzi kwenye gunia .
Sasa hivi tunanadi Muungano wa kisiasa wa Afrika Mashariki,uku wananchi na wadau mbalimbali wakilalamika kazi zote kwenye Mikoa ya Kanda ya Kasikazni kuchukuliwa na Wakenya.sasa Mh.Rais naomba niulize hivi tutaweza kweli kumudu ushindani ndani ya Muungano huo kama tunawanyima vijana wetu elimu ya juu.Kama kweli Watanzania tuko makini ,hili nalo litangazwe kama janga la Kitaifa au hiitishwe arambee ya kuchangia Elimu ya Juu kwa vijana wetu wenye moyo wa kusoma.Najua hatutaweza kuona madhala yake kwa sasa ila uko mbeleni tutajuta.
Tumezoea kuona matumizi mabaya ya mali ya umma,Tumeona Wabunge wakitaka kuongezewa mshahara na malupulupu,Tumeona yananunuliwa magari mapya ya kifahari(Shangingi) ya Mawazili,wakuu wa mikoa,Wabunge,Wakuu wa Wilaya pamoja na ya wakurugenzi wa idara mbalimbali za selikali.Ukipiga gharama za Gari moja pamoja na mafuta yake kwa miaka mitano Gari moja linauwezo wa kuwakopesha Wastani wa wanavyuo Kumi na Watano au Kujenga shule za kisasa za msigi Tatu mpaka Tano.
Baba wa Taifa Mwalimu Juliusi Kambarage Nyerere wakiti akilihutubia Bunge mwaka 1965 aliwahi kusema hivi nanukuu “Ufahari mwiko Tanzania,Taifa changa la Tanzania ambalo linaongozwa katika msingi wa ujamaa wa kiafrika katika kupigana na maadui wa Binadamu lazima lijiepushe na anasa,Ufahari na Utumiaji mbaya wa Fedha za Taifa”Mwalimu mara nyingi alisisitizia matumizi endelevu ya rasilimali za Taifa wala si Semina endelevu,na kwa kujua kuwa Taifa letu ni Masikini na changa aliamua Masomo ya Elimu ya juu yadhaminiwe na selikali au Yatolewe bure kwa Wanafunzi wenye nia ya Kusoma Mpaka hapo Taifa litakapo jitosheleza na watu wake kuweza kujimudu kimaisha.kwa Mtazamo huo ndo maana leo unawaona hao ambao walisoma kwa msaada wa Baba wa Taifa leo hii wanasahau hayo na kuanza kuwawekea vikwazo watoto wa Wakulima mbao hawakunufaika mwanzoni na Elimu hiyo ya Baba Wa Taifa kwa kisingizio cha Daraja la Kwanza na Usawa wa kijinsia.
Hapa kuna mambo mawili Jambo la kwanza ni Wale ambao wamenufaika na Elimu hii ya Bure sasa wangependa kuona Familia zao ndo zinanufaika na Mchakato mzima na Maliasili ya Taifa ,Kwa sababu wanajua watawapeleka Watoto wao kwenye Shule nzuri na zenye uwezo wa kutoa Daraja la kwanza uku wakijua fika kuwa shule za Watoto wa Wakulima ni zile za kutwa zilizojengwa kwa Nguvu za Wanznchi Zenye Walimu kati ya mmoja mpaka wanne, Shule ambozo hazina maktaba au kama zipo basi hazina vitabu vyote vya kiada na ziada,shule ambazo mwanafunzi anatembea Zaidi ya Kilometa Tano ndo Afike shuleni,Ebu jiulize hata kama angekuwa ana akili ya namna gani kweli huyo mtu ataweza kweli kupata Dalaja la Kwanza?. Pili hao ambao wamenufaika na huu mfumo wa Wachache wanawatengenezea mazingira watoto wao na wadogo zao ili baadae waje waongoze Taifa ambalo watu wake hawajui haki zao za msingi ili waenedeleze ule Msemo wa mwenye nacho ataongezewa.
Mh.Rais naomba ukae na Maprofesa uwaulize ni wangapi kati yao walipata Daraja la kwanza kidato cha Sita?Wewe tu anzia na Wazili mwenye dhamana ya wizala ya Sayansi na Elimu ya juu,kama watafika hata Robo au waulize ao wanaopanga viwango hivyo kwenye Bodi kama wao walipata Daraja la kwanza,alafu waulize ni kwanini wao wameamua kufanya hivyo? Waulize kama kweli wana mipango mizuri na Taifa masikini na changa kama hili?.Hivi hawa wametumwa na nani? Mbona Watanzania tunasifika kwa amani,umoja na Upendo.
,Mh.Rais usipoangalia hii la Bodi ya mikopo litatugawa na itafika hatua ya watu kukosa uvumilivu na kuamua kufanya mambo ambayo nisingependa yatokee Watanzania.Naomba niwakumbushe Kipande kidogo cha Hotuba ya Baba wa Taifa wakati wa Uhuru mwaka 1961 alisema hivi “Tutawasha mshumaa juu ya mlima Kilimanjalo uangaze ndani na nje ya Mipaka yetu,Ulete matumaini Pale penye kukatisha tama,Upendo penye chuki na heshima pale palipokuwa na dhalau” Sasa sijui kama mshumaa huu kweli bado unawaka make Naona Matumaini ya Watanzania yanayoyoma. Ni matumaini yangu kuwa Mh.Rais utaruhusu mshumaa huu uendele kuangaza kutokea mlima Kilimanjaro.
Namalizia kama nilivyoanza kwa kumnukuu aliyakuwa Wazili wa Uingeleza miaka 130 iliyopita Bw.Benjamini Disraeli alisema hivi “Hatima ya nchi hii (Uingeleza) Inategemea elimu ya watu wake” mwisho wa kunukuu. Hivyo hivyo na mimi nasema hatima ya Taifa changa kama la Tanzania hatima yake inategemea elimu ya watu wake.Hivyo basi hatunabudi kujitahidi kadri ya uwezo wetu kuhakikisha kuwa kila mwenye bidii na ari ya kujiendeleza kielimu anapata fursa hiyo kwa kuwezeshwa aidha kifedha au kimawazo sana sana kifedha.

FILAMU YA MAPANKI ITAZAMWE UPYA


Tangu serikali ya awamu ya nne iingie madarakani mpaka sasa wananchi wamekuwa na matarajio makubwa kutoka kwa uongozi wa Rais Jakaya. Na sio tu kwa sababu ametoa ahadi bali ni kwa sababu ameanza kuzitekeleza kwa kasi na Ari na Nguvu mpya. Ukiangalia kwa kipindi kifupi amekuwa akijaribu kuvalia njuga kelo nyingi hasa zile za muda mrefu kama uwekezaji kwenye madini, selikali ya awamu ya nne imeamua kupitia upya mikataba ya uchimbahji wa madini ili nchi kama Taifa ifaidi maliasili zake.
Mimi ni kijana mdogo sana, lakini ukiniulizia kelo kubwa n ipi? nitakwambia ni ya wananchi wa Kanda ya Ziwa kula mabaki ya samaki yanayotoka kwenye viwanda vya samaki kwa lugha ya mtaani Mapanki.

Mimi msimamo wangu na ninasisitiza kuwa mapanki ni kitoweo cha kawaida na cha kila siku kanda ya ziwa sio Mwanza tu. Hata Bukoba wanakula Mapanki” bwana. Mimi mwenyewe nimeanza kula mapanki kuanzia mwisho mwa miaka ya tisini, Leo hii watu wanashangaa kitoweo cha Mapanki, ila nimejikuta nakula mapanki kutokana na uhaba wa sangara. Katika ziwa Victoria kuna mambo mengi sana ambayo hayajaanikwa adharini, mfano wavuvi wadogowadogo kutekwa na kunyanganywa samaki.
Sisi tulizoea kununua samaki kwa wachuuzi wadogowadogo ila kwasasa Hawapo, make wnakamatwa kwa kisinginzi eti Wanavua samaki wadogo. Sasa najiuliza hivi hawa wameanza kuvua samaki wadogo baada ya viwanda kuja? Saida Karori (mwanamuziki) aliimba wimbo uliokuwa unaonyesha au unaweka wazi unyanyasaji wanafanyiwa wavuvi wadogo wadogo, katika kibao cha Rugema Saida anaimba “Nsigire mbarwana, mbarwanira obukeije nobudagaa nzoenfulu eziango” maana yake, aliwaacha wanagombania Kambale na Dagaa ndo Samaki wakubwa. Anaendelea kuimba “Nganyila omusigazi, umusigazi, Rugema mbamwaka enfuluze ezeelufu Gashatu mbanaga umumaizi, Nibatela ebiboko” Saida Hapo anasema “Namuulumia Kijana, Kijana Rugema aliyenyanganywa samaki wenye samani ya shilingi 30,000/= samaki hao wakatupwa majini na yeye kuchapwa viboko. Saida anaendelea kuimba “Nauliza swali mvuvi na mchawi muovu ni nani?” Haya yote alikuwa anajaribu kuonyesha wazi unyanyasaji unaofanyika ndani ya kanda ya ziwa. Na haya ndo mambo yanayoonyeshwa kwenye filamu hii ya mapanki kama wanavyoiita.

Watanzania hapa lazima filamu hii itazamwe upya na ifanyiwe utafiti ili ukweli ujulikane kama mtunzi ana makosa au la. Au kama viongozi waliomdanganya Rais kwamba mapanki yanaliwa na watu maskini. Nasema Rais amedanganywa kwa sababu Rais Hakai Mwanza, viongozi wetu wa Mwanza ndo wamempotosha Rais kama walivyozoea kuwapotosha viongozi wengine wa kitaifa make Rais kama Rais hawezi kuelewa kila kitu. Viongozi wetu wa Mwanza wamejisahau wakadhani ni kipindi kile cha zidumu fikra za mwenyekiti wa chama zana ambazo wananchi walionyeshwa mbuzi kuwa ni Ngombe nao wakashangilia bila kuhojiwa ni kwa namna gani mbuzi ageuke kuwa Ngombe? Sasa wakati huo umekwisha henzi hizi ni enzi za zama za uwazi na ukweli, Hapa hatuwezi kubadili ukweli kwamba wananchi wa Mwanza wanakula mapanki kutokana na sangara kuadimika au kuwa bei ghari kwa sababu ya viwanda vya samaki ambayo havina faida kwa wananchi, ebu tujiulize kama viwanda vyenyewe haviwasaidie wananchi wa Mwanza ni bora vikafungwa watu wakaendelea kupata samaki kwa ajili ya kitoweo.

Nasikia huko Mwanza watu wameandamana kuonyesha wazi eti hawali mapanki hiki ni kichekesho cha mtu kuwa kasuku uku akijua. Na hii ni dhambi kubwa kuliko zote, kwa wale wakatoliki mnajua ya kuwa ukitenda kosa na uku unajua unafanya kosa basi kosa hilo linakuwa ni dhambi ya kifo. Hawa wananchi walitenda Dhambi ya kifo na wanatakiwa kutubu make wamekuwa wahongo. Hivi mtu unaandamana halafu unakopita unaona kabisa watu wanauza na kununua mapanki na unajua leo mkeo au mama yako nyumbani amepika mapanki huo ni uzalendo au ni ukasuku. Nelson Mandela aliwahi kusema kuwa kama msomi anayetegemewa na jamii unaponyamaza kimywa kwa kitu ambacho jamii inakiona kuwa ni kosa, lakini wewe unakishabikia unastahili kutupwa jela kwa kosa la jinai lililo kubwa kuliko kosa la uhaini” sasa hawa wasomi wenzentu wa Mwanza mbona mmekaa kimya au mnaendelea kuabudu msemo wa it is not my business au wa mind your own business.
Uku mkiendelea kuona uhovu unatendeka kwenye jamii. Na udanganyifu mkubwa ebu jiulize kama kweli mtayarishaji wa filamu hii aliingie nchini kwa utaratibu unaofaa, akawasilisha rasimu (script) ya alichokusudia kwenye vyombo husika na utaratibu wote ulifuatwa na ninafikili hata Wizara ya utamaduni iliachiwa nakala kama hawakuachiwa huo n uzembe,na kama waliachiwa kwa nini hawakulizungumzia suala hilo mwanzo mwa mwaka 2004 mpaka wasubili leo? Kama sio ukasuku ni nini? leo viongozi wetu wa mwanza wanajivisha ngozi ya kondoo wakati ndani sio. Tuwaelewaje. Wanafikia hatua hata ya kumdanganya Rais wetu, tunayemheshimu na kumtegemea sana kuliko Marais wowote waliopita Tanzania. Leo hii mnaanza kumdanganya kama mlivyozoea, mimi nafikili za mwizi zimekalibia, zama za kukwepa ukweli zimekwisha hii ni Ari mpya, Kasi mpya na Nguvu mpya.

Nawaomba Wabunge wa Kanda ya Ziwa mlichukulie uzito swala hili. Ila naomba mfanye utafiti kwanza kabla hamjalizungumzia make mimi naamini kwenye philosofia ya no research no right to speak”
Filamu kama Filamu naweza kuwa na mapunguvu; hilo mimi sikatai hivyo kwa sababu suala la kwamba Ndege zinazopeleka samaki zinakuja na siraa, hilo siwezi kulizungumzia kwani nina imani kubwa ya ulinzi tulionao tena wa kisasa kwenye viwanja vya ndege ukizingatia ni hivi karibuni tumetoka kununua Rada kubwa. Ila hilo suara haliusiani na suala la mapanki au Sangara au viwanda vya Samaki, ingawa kwa upande wa mtayarishaji hapo anaweza kuwa alitaka kuonyesha jinsi gani umaskini ulivyokidhili Mwanza na jinsi minofu ya samaki mbali na kuuzwa kwa Bei ghari ulaya haiwasadii watu wa Mwanza kuondokana na Uamaskini mkubwa walionao wananchi wa Mwanza.
Mara nyingi nasisitiza kwenye philrophy ya “no research no right to speek” tunapozungumzia jambo bila utafiti. Eti kupenda kujionyesha kwa mkubwa wetu huo ni ukasuka sio uzalendo na litaifikisha pabaya nchi yetu. Hapa mtu haitaji kuvaa miwani kuona uovu uliokidhili kwenye viongozi wa ngazi za chini mpaka wamefikia hatua ya kumpotosha Rais eti wanaokula mapanki ni watu maskini. Wakati hata wao wenyewe wameishawahi kula. Huo ni undumila kuwili au ukasuku. Hapa hapaitaji hubishi ukweli ni kwamba mh. Rais mapanki yanauzwa sokoni. Lakini hapa naomba nieleweke vizuri, mapanki yanayouzwa hayajaoza kama filamu inavyoonyesha lakini ukweli ni kwamba yanauzwa.

Hayati Mwalimu Nyerere aliwahi kusema katika mkutano mkuu wa TANU uliofanyika Mwanza tarehe 16th oktoba 1967 alisema hivi “Haina maana kwa kiongozi kuelewa takwimu kabra hajatambua kuwa Tanzania ni maskini na haina maana ya kujidanganya kuwa jambo Fulani, hasa umaskini haupo au wakati mwingine watu au viongozi uchanganya mambo kwa kutazama watu wachache wanaondesha magari yao binafsi na kuamini kuwa nchi ni tajiri” nimetoa mfano huu make ni viongozi wengi wenye mtazamo kama huo, kama kiongozi mmoja wa juu kwenye serikali ya hawamu ya tatu aliyesema eti hakuna mtanzania yeyote anayeweza kukosa kupata sh 500/= kwa siku. Na hii nairinganisha na hao wanaosema watu wa Mwanza hawali mapanki.Hapa lazima tuelewe ya kwamba matatizo yetu hayaweizi kuisha kwa kujifanya na kuamini kwamba hayapo au kuwa sababu tunawalaumu watu Fulani kuwa ndo chanzo cha matatizo, haisaidii lazima tuzitambue alama za nyakati hizi. Ndo maana nasema badala ya kumulaumu mtayarishaji wa Filamu ya Darwn’s Nightmare, tuchukue filamu hii kama changamoto la Taifa letu. Hapa tupende tusipende, tuwe wazalendo au tuwe na ukasuku wananchi wa Kanda ya Ziwa Victoria yaani Mwanza Bukoba na mara wataendelea kula mapanki. Na mimi nayasema haya kusudi viongozi wa serikali hasa wa Ngazi za chini ambao wanajivalisha Ngozi ya Kondoo kumbe ndani ni mbwa mwitu waliomdanganya Rais eti wanao kula mapanki Mwanza ni watu maskini wakati ukweli ni kwamba mapanki yanaliwa na watu wa kawaida hata maofisa wa serikali nao wanayala. kuwa suala hili hapa halina ubishi wowote hapa lazima Filamu hii itazamwe upya.

Katika nchi yeyote duniani inayofuata misingi ya Kidemokrasia,Katiba ni chombo kinachotoa muongozo mkuu wa kuhakikisha Demokrasia inakuwepo nchini.Katiba ndio msingi wa Uongozi bora na muhimili wa Serikali,pia ndio muongozo wa Taifa,na mtetezi wa haki za binadamu Kitaifa na Kimataifa.
Nimesema suala la Katiba Tanzania litazamwe upya kwa sababu zifuatazo na za msingi:Katiba ya Jamuhuri ya Muungano wa Tanzania imekuwa ikilalamikiwa si na Viongozi wa vyama vya upinzani bali na wadau mbalimbali wa haki za binadamu na watetezi wa Demoklasia. Suala la Katiba sio tu kwamba lilikuwa likiibuka kwenye vyombo vya habari tu bali hata kwenye vyomba vya sheria kama vile Mahakama kuu. Katiba ya Jamuhuri ya Muungano wa Tanzania inasemekana kuwa na mapungufu mengi, na cha msingi zaidi ni kwamba Katiba hii ilitungwe\kuandikwa chini ya chama kimoja.

Katika mapungufu haya ya Katiba,Serikali imekuwa ikifanyia marekebisho. Marekebisho haya mimi nayaona kama kuichezea Katiba ya nchi,katika hili la marekebisho Serikali imekuwa inaamini na kuufanyia kazi msemo au methali ya usipoziba ufa utajenga ukuta, lakini wamekuwa wakishindwa kuelewa kuwa ufa huu ni mkubwa na umetokea kwa sababu nyumba hii imejengwa kwa matofali ya udongo,huku wao wakijaribu kuziba ufa huo kwa kutuma matofali ya sementi. Matokeo yake nyumba imelemewa na sasa inakaribia kuanguka yote, baada ya matofali ya sementi kuyazidi nguvu matofali ya udongo na msingi wake. Nini kifanyike kabla nyumba hii ijabomoka wakati wa kipindi cha masika?cha kufanya ni kuitisha mchango (mchakato) wa Kitaifa kuchangia nyumba mpya (Katiba mpya) itakayo jengwa pembeni au mbali kabisa na nyumba hii (Katiba hii) ya sasa.

Hapa kuna mambo ya msingi ya kuzingatia wakati wa mjadala huu wa kitaifa kuhusu katiba ya nchi,suala la msingi ni kutowaruhusu wanasiasa waichezee Katiba hii kwa kuongeza muda wao wa kukaa madarakani kama ambavyo tumezoea kusikia nchi mabalimbali za Africa zikifanya.Juzi Nageria wameshindwa kufanya hivyo.Uganda ilifanikiwa na kumuwezesha Museven kugombea tena, kwa kisingizio eti bado anapendwa na wananchi wa Uganda.Hapa ngoja niwafafanulie, viongozi wa Africa kuwa kupendwa kwao na wananchi hakutokani na mambo mema waliofanyiwa na viongozi wao, ila kunatokana na wananchi kuwaogopa viongozi wao pindi wakitoka madarakani wasije wakaanzisha fujo,Hali hii kisoikolojia tunaita nidhamu ya woga. Na nidhamu hii imeendelea katika nchi zitu za Afrika huku viongozi wakijivunia kupendwa na wananchi, wakisahau msemo wa kwenye Biblia wa kuzisoma Alama za nyakati na kuzielewa. Matokeo yake tumewaona viongozi wakijigamba kuwa wameleta na kuimarisha amani kwenye nchi zao. Kitu ambacho sio cha kweli huwezi kusema nchi yako ina imani wakati ndani ya nchi yako kuna wananchi wanaokufa kwa njaa au watakula nini mchana. Hivyo sio nchi ya amani ila ni nchi yenye wananchi waoga ambao wametulia kama maji kwenye mtungi ambao ukipata mtu wa kuutingisha mtungi huo huchukua muda kutulia.
Hii ni sawa na nchi zetu zile zinasemekana kuwa na amani,zikipata watu wachache wa kuwashawishi wananchi na kuanza vurugu au vita huchukua muda mrefu kupata amani mfano mzuri ni Ivory cost,Nchi iliyokuwa inachukuliwa kuwa nchi ya amani kule magharibi mwa Afrika,Angalia kwa sasa machafuko yalivyo. Na haya yanaweza kutokea Tanzania kama maoni ya wananchi na wadau mbalimbali wapenda amani na Demoklasia ya kutunga Katiba mpya ya nchi yatapuuzwa.

Mfano mzuri ni Zanzibar,tumeona na kusikia wanzibar kumi wameenda Mahakamani kudai hati ya mkataba wa Muungano kati ya Zanzibar na Tanganyika, sasa kama ungeitishwa mjadala wa Kitaifa kuhusu Katiba suala hili lisingeenda Mahakamani badala yake lingeongelewa na kujadiliwa na wananchi wa pande zote za Muungano Zanzibar na Tanganyika, mategemeo yangu kuwa matakwa au maelezo ya hawa watu wangeyapata kutoka kwa wananchi.
Nimesema suala la Katiba litazamwe upya kwa sababu nyingi tu ingawa nyingine nimeishazitaja lakini kuna nyingine. Katiba hii tuliyonayo inatoa mianya kwa Serikali zetu.zote mbili ya muungano na Serikali ya mapinduzi ya Zanzibar.Kuichezeachezea au kuigombania kama mpira wa kona. Mwaka jana tuliona waziwazi uvunjaji wa Katiba hii pale Serikali ya Mapinduzi ya Zanzibar ilipoamua kuwa na Bendera yao, ambayo mpaka sasa hivi inatumika Kimataifa, Hapa kwenye michezo, tumeiona Bendera hiyo ikibebwa na Timu ya Polisi Zanzibar. Hapa ndio tunaweza kuanza kusema sasa Tanzania Visiwani ina uhuru wa Bendera,kama sio hivyo basi tukubali na kukili kuwa Zanzibar kuwa na Bendera yake ni uvunjaji wa Katiba.
Nasema haya yote kwa masikitiko na kwa mshangao kwa sababu kipindi chote cha miaka 40 ya Muungano hakuna aliyetegemea au kutarajia tukio kama hili la Bendera ya Zanzibar, wote tuliamini kuwa Bendera zote za Zanzibar na Tanganyika zilizikwa mnomo 26\4\1964. Tangia hapo tumekuwa tukiamini kuwa Tanzania ni nchi moja na ni Jamuhuri ya Muungano.Angalia Katiba ya nchi Ibada ya kwanza naya pili “ Tunaposema Jamuhuri ya Muungano, Tunaimarisha eneo lote la Tanzania bara na la Tanzania Visiwani. “Hivi Zanzibar ikiamua kuwa na wimbo wake kuna mtu atahoji?Au akitokea kikundi cha watu au mtu akadai kuwa na Bendera ya Tanganyika kwa kutumia vigezo vilivyotumiwa na Serikali ya Zanzibar kuwa na Bendera yake tutasemaje? Au tutaenda Mahakamani au hicho kikundi tutakiweka kizuizini. Kama Zanzibar imekuwa na Bendera yake iko wapi Bendera ya Tanganyika? Na itakuwa wapi Bendera ya Jamuhuri ya Muungano ya Tanzania?
Siku chache zilizopita Mahakama kuu ilitoa uamuzi wa kutaka baadhi ya vifungu kwenye Katiba vifutwe,ikidai mhimili huo wa dola umepewa mamlaka hayo Kikatiba. Sasa nashangaa kama Katiba ndio yenye mamlaka makubwa kwenye nchi je Mahakama itakuwaje na uwezo wa kufuta baadhi ya vipengele kwenye Katiba, kama Katiba ndio mama wa Taifa. Mtoto wa mama huyu hamkosoe mama yake hadharani au aseme mama anamakosa kabla ya mme wake (Serikali na wananchi) ajaona hayo makosa. Au labda mme wake ameyaona ila kwa sababu mke wake ni mzuri anaogopa kumkemea.Uamuzi wa Mahakama kuu wa kuagiza kufutwa kipengele kinachowalazimisha watu kugombea nafasi za uongozi kwa kupitia nyama vya siasa. Na kuagiza kila mtu aruhusiwe kugombea nafasi za Uongozi kwa kupitia chama chochote, Mahakama kuu katika maamuzi yake imeamua kuwa ni haki ya kimsingi naya kila raia kugombea Uongozi ndani ya nchi bila kulazimishwa kujiunga na chama chochote cha Kisiasa. Mahakama kuu imetoa ukumu hii kulingana na haki za binadamu na kutokana na Katiba hiyohiyo,Inayokatazwa kuwepo kifungu chochote ndani ya Katiba kinachopokonya haki mwananchi iliyo katika Katiba.
Inaonekana hukumu hii ya Mahakama utaadhiri sheria nyinginezo, sasa ili kulizuia jambo la msingi ni kuhitishwa mjadala wa Taifa nchi nzima badala ya Serikali kukimbilia kukata rufaa kwa sababu kama Katiba imeipa uamuzi huo kwa kuzingatia Ibara ya 30 kifungua cha 3 kinachosema: Mtu yeyote anayedai kuwa sharti lolote katika sehemu hii ya sura hii au katika sheria yeyote inayohusu haki yake au wajibu wake, limevunjwa, linavunjwa au inaelekea ilitavunjwa na mtu yeyote popote katika Jamhuri ya Muungano anaweza kufungua shauri katika Mahakama kuu. “sasa kwa msingi huu ni bora suala hili la Katiba ya Jamhuri ya Muungano litazamwe upya na wadau wote wenye mamlaka ya kufanya hivyo chini ya Katiba.
